A possible solution could be as follows: have a "Set Language" submenu
somewhere that only lists the currently used languages of the document plus
an entry that opens the character dialog. As in:
Set Language >
English
German
German (old spelling)
French
Further Languages ...
Reset
This could also be part of the standard context menu that opens if you
right-click in normal text.
