That's a function of which LaTeX distribution you use, and to some extent which OS (and where you do/do not have write permissions). It's entirely independent of LyX. Section 5.1 of LyX's Customization manual gives some generic instructions; if you need more specific help, you'll need to tell us the LaTeX distribution.
