The error message said that the layout is not usable, not that it is not available. A layout file is
the connection between LyX and a LaTeX document class. Since the llncs class is not available for
free on the LaTeX servers, it cannot be installed together with LyX automatically.
You can get llncs from here:

install it to MiKTeX and refresh afterwards MiKTeX's file name database using MiKTeX's options
program. Finally reconfigure LyX (Tools->Reconfigure).
