This is determined by the document class. LyX gets this information
not yet from the document class, so it has to guess what to show on
screen.

Because if you uncheck this box, LyX will force the first paragraph
not to be indented (maybe this is a better description for the
checkbox).

No, LyX uses the default of the document class. Only if you want to
override this, you need to change anything.
