Do the following:
- log in with admin permissions
- open an Internet connection
- open LyX and then run the menu Tools->Reconfigure
This should install the units package. Then restart LyX.
If the problem persists
- update your MiKTeX installation using MiKTeX's update program that is
linked in the Windows programs menu.
- open MiKTeX's settings program and assure that the option "install
missing packages on the fly" is enabled.
- open LyX and reconfigure it
If this also doesn't work, what is the version of your MiKTeX?
