I built the beta version myself and installed it using whatever defaults came with it. If spellchecking needs to be enabled, then it seems this ought to be a default instead of an option. The other LyX version is a Debian package. I'm pretty certain that would be built with the spellchecking turned on, as it makes no sense to not enable that for the masses...
