I think this option is in
Preferences>Language Settings>Language>Default Decimal Point
but it doesn't work for me. Putting 'comma'  ',' as Default Decimal Point
the terminal writes the message:

*LyX: Unknown tag `aspell' [around line 264 of file  current token: 'aspell'
context: '']*

and the /.lyx-2.0.0rc3/preferences file writes:

*# LANGUAGE SUPPORT SECTION ##########################
#
\default_decimal_point \spellchecker*

And View>PDF gives LaTeX Error:

*Undefined control sequence

...@{\extracolsep{0pt}\spellchecker}l|c|c|c|}*

Opening again the
 Preferences>Language Settings>Language>Default Decimal Point
the box shows a backslash sign '\' .

Setting the decimal point manually in Table Setting>More
the output turn on right.
