If you try to enforce using master's options, how would you know that the float placement option wasn't set just for a particular float.

Document settings might be maybe split, to those options that operate on the preamble (changing those options should propagate to the childs), and those that change anything in the body.
But all that should maybe wait until "LyX project file" is introduced (?).
