Assuming you use MiKTeX, your DVI viewer should be yap. Try exporting a test
document to DVI and preview it with yap to verify that yap works. Also, if yap

Yes, I'm using MiKTeX, and I installed LyX onto Vista Home Premium from this package:

I've setup evince as my multipurpose viewer - it does DVI, PDF & Postscript. The last 2 work well. I tried to view the Help->Intro as DVI, and what happens is Evince opens and closes again in under half a second!

I'm wondering if the temporary DVI file is getting deleted right away?

I will install a screencast capture program later, and see if I can capture some video of this happening. I cannot read the messages on the status bar, as they flash past too quick. So a video capture may allow me to freeze the video and get some more info.
