2013 is not released yet.

You can run 'tlmgr --gui' to give you a GUI for updating LaTeX
packages with TeX Live.
(note that you have to have the package perl-tk installed)
That will also download the package itself so you don't have to do it manually.

To update everything from the command line, do:
tlmgr update --self --all

You might have to use 'sudo'.
