You have just to insert to figures in the figure float, so that they are
below the other. Then you go with the cursor to the right side of
the upper picture and delete the space before the cursor. In Lyx you will
then see the two figure beside one another. Of course you have than to set
the width of the two figure to a value ( maybe 40% of the columnwidth or
so). That all. If you want both to be at the sides of the textcolumn you
can put in tex-mode a \hfill between the two pictures.
This works also in 12.0.pre7.
