Yes. Ebay is cheap but its also variable. For one of my projects I purchased 50 SMD line drivers. I was surprised when they weren't particularly solderable.
The ones I sent weren't vaccuum sealed and had slightly corroded leads. The seller refunded me and I got to purchase more.
