Mo Budlong was the of RBASIC. He is dead now. A few years ago I contacted his wife and we were able to get copies of the compiler at $50 each. I don’t know if his wife is still maintaining the site, or if any of his products are still available, but it may be if the right person can be contacted.

This seems like a remarkable product, although I gather its author has gone to the big accumulator in the sky.
