I think I just apt-get install mono-complete or something like that. Even old moldy versions work because it was designed for compatibility with .net 2.0 originally.
The reason I chose c# is it gives me full portability across windows, osx and Linux. And I confirmed it even runs on a raspberry pi. So it's not too heavy. At some point I'll confirm it working on dotnet core instead of mono. -- John.
