The utility disk is special. You can't copy it by copying the files, you
need to do a full disk image, and there is no way to do that*, except by
bootstrapping from it, and running the backup.ba program that's on it,
which creates a new full physical copy of the disk, including the
special parts like floppy.sys.
Any other disk is just a disk and the files are just files like any
other disk and files, just whatever random stuff you put on it. plot.ba
is just a random basic app, not part of any util disk.
* It's physically possible, simply no one has written up a util to do
it. Kurt McCullum has a windows exe on club100 member uploads that
purports to create a new TPDD2 util disk. You didn't specify TPDD1 or
TPDD2 but they are different and have different util disks.
