I started a video series a while back about the general troubleshooting steps for vintage computers. The first episode covers all the basic evaluation steps like checking for voltages, reset circuit, clock, bus activity etc. These steps will quite often give one enough information to locate the general source of the problem, i.e. no clock check the crystal and clock generation circuitry.
