There are a few different options.

1 You don't really need the disk. There are several tpdd clients that do
the same job the same or better than that particular one. From windows you
can use github.com//bkw777/tsend or from mac or linux you can use
github.com//bkw777/dl2 to install ts-dos.

2 You can create the disk with github.com//bkw777/pdd.sh from a disk image
(included). It does require linux or mac and an uncommon serial adapter to
connect the drive to a pc, but there are links to a few sources.

3 I think at least arcadeshopper.com sells copies.

What you really want though is to get a rex# which includes an rom version
of ts-dos, so you get the nicest dos without using any ram and you never
have to bother with the serial installer process. Google bitchin100 rexsharp

If the previous owner hasn't replaced the belt then you need that too.
Available from many sources, just gooogle frw8.5 belt.

It's pretty finnicky getting a tpdd1 apart and back together but I think
Jeff Birt has a youtube video showing it. yt channel is "hey birt"
