I agree with Josh, the memory backup battery is a good place to start. It not 
only powers the RAM but also 3-4 other chips which control the reset power 
on/off process.

I have never found the Model 200 caps to need replacing as general practice.

I seem to recall seeing this symptom (basically, a failure to turn off 
properly) when there were issues with the memory power battery or the 5v power 
rail itself. Has the memory battery been replaced on this unit?

Long time lurker. I finally got a Tandy 200 (bday present :)). It is in really 
great condition and powers on and seems to work fine. HOWEVER, when you hit the 
power button it "turns off" but leaves two single pixel tall lines across the 
display. The position changes each time. And you can hear a faint rapid 
clicking noise coming from the unit. And it takes several presses of the power 
button to get it to turn back on correctly. 

 

Any idea what the issue is? Is this just an old cap problem and I need to recap
