Sean,
You are correct that the parameters are backwards on line 250 in
/mem/cache/cache_builder.cc. The prefetching element was an addition made
just before the last release, and only the tagged prefetcher was ready for
release at that time. The other prefetchers (commented out) will be part
of a future release.

Tick latency, int degree)
Same observation for the other (commented) prefetch policies, which also
have a missing argument: prefetch_data_accesses_only
