ok, it sounds to me like you need to download one of the voices, and then
run that voice, so that it can download the voice data.
1.  download the ivona HQ program.
2.  download one of the voices you want, like kendra.  when it is installed,
you need to run that voice. for example, if you downloaded kendra, you can
look for ivona kendra in your apps list.

you will see something that asks for your email address, then a next button.
once you click the next button, just sit back, and wait, until the voice is
downloaded.  it can take as few as 5 minutes, but can also take as much as
20 minutes.
once it is done, it will work.

I downloaded the beta of the new Ivona, the one that's free till the beta
testing is complete. I think I did everything I was supposed to do including
making sure that Ivona was checked at the bottom of the list in text to
speech settings from within voice input and output as well as making sure
that I chose it as the default speech

engine. When I attempt to launch it though, my web browser opens. I click on
the link for the voices, but I then get a message saying the page is
