Yes,

Under accessibility, there should only be two things checked at any normal time.
The first item, "accessibility" should always be checked.
Then, the screen reader you want to use should be checked as well, either MA or 
TalkBack.

Note,  The screenreader here, refers to the speech you will hear when you are 
outside of the Mobile Accessibility suite of apps.
The MA suite has its own built-in speech features that are not affected by 
what's checked here.
If you want to use the MA screenreader outside of the MA suite, check it, if 
you want TalkBack then check TalkBack.

If at some time you want to switch screenreaders, make sure you first check the 
screenreader you want to change to, before you uncheck the one you are 
disabling.
