No, the screenreader selection is only handled in the accessibility settings
area.
If, for example, you downloaded the screenreader Spiel, the checkbox to
select it would then also appear in this area.

A different question, but somewhat related, is the selection of the voice
synthesizer you want to use for your selected screenreader.
By default, Android uses something called "PICO", but there are others voice
synthesizers/voices available on the market.
Settings for the voice synthesizers are in a different settings area called
"Voice Input and Output".

So, you select screenreader in accessibility area, voice synthesizer in
Voice Input and Output area.
