The manual for Mobile Accessibility states that it requires a data
connection.
"Also note that Mobile Accessibility, like most of the applications
running on the Android platform, requires you to have a data connection
permanently active. This is used for many purposes, such as checking for
updates, using speech recognition and checking the Mobile Accessibility's
licensing status."
I have never had a crash of Mobile Accessibility. There was one rather
embarrassing time when I thought it had crashed, but I had accidentally
bumped the speech volume down to zero. When I hit the volume up key, I
heard a faint "volume: 1." I didn't realize until that moment that the
speech volume is independent of the other phone sounds.
