You could use an application such as ink pad from the google play store.

How can you create text file notes with the built in accessibility?

The screen reader portion works well with android 4.1, the one thing it
doesn't have, unless I missed it, is the ability to read by word or
character the way you can with talkback. It's certainly good at what it
does, however, I still see it mostly benefiting those running android
2.3. With android 4.1, everything mobile accessibility provides can
easily be done using android's built in accessibility.

hello, everyone:
if you haven’t already update your m.a. product, do so, and checkout
the new features of m.a.
the updates should be able to benefit those who are still using android
2.3, and lower.
it does work with android 4.0, and 4.1 , but how well, does it work I
am not sure just yet.
for now lets just enjoy this update from fc, and hope we stop feeling
like we lost 100 bucks.
take care.
