I use a Galaxy Nexus running Jellybean. I will tell you what I do to answer a call while running Talkback. Hopefully it works the same on your phone.

When the phone rings, put your finger on the middle of the screen, but a little bit more near the bottom than near the top. Keep your finger there for a second or so. Now a button will appear and Talkback will say something like "swipe to the right to answer, swipe to the left to refuse", and some more options I don't remember at this moment. So now if you swipe your finger to the right, that will answer the call. I really hope it works for you.

As for the web browser, I've been told that Firefox is very well accessible with Talkback, but I haven't tried that out yet. I don't use MA at all amymore, because Talkback simply is much better on Jellybean.

I am running Jelly bean on a Motorola photon. Wireless Accessibility
seems useless. The web browser doesn't work. When I try to arrow down,
it just opens the menu. When I turn off wireless accessibility and
turn talkback on, I can't answer calls anymore. I can't use explore by
touch when MA is set as my default under accessibility. Is there any
help? Especially with answering calls. It is so frustrating to be
unable to answer the phone. I've tried uninstalling and reinstalling
wireless accessibility. I'm so lost.
