It's my understanding that Dictation is actually part of the OS, not hardware 
specific between iPad 2 and 3.  I'm not utterly sure about that, but that's how 
I understand it.  As for the processor, whether you'd really notice much 
difference depends upon just one factor in my experience, and that is whether 
or not you choose the iPad with cellular (3G) functionality.  I base that 
comment on actual experience, not just guesswork or hearsay.  I will qualify 
the comment.  I owned an iPhone 3GS since they first came out in, from memory, 
June 2009 or was it 2010.  Until, that was, a chance visit to a mobile phone 
shop this year where my own phone happened to ring.  After I'd taken the call, 
the salesman dealing with Lynne on another issue commented that I could upgrade 
(trade-in) my iPhone 3GS for a new iPhone 4S.  When he gave me the pricing 
information, I decided to go for it.  So the upgrade was done on the spot and 
all my settings were ported over and I didn't have the issue o
 f having to find a new home for the old model, nor did I have to throw it into 
a cupboard and forget about it.

The difference between the iPhone 3GS and iPad 1 and the iPhone 4S are amazing. 
 My current iPad has cellular data connection active and, whilst using the 
mobile network on both the iPhone 3GS and the iPad 1 , I frequently encountered 
mail stumbling and crashing while trying to cycle through messages.  On the 
iPhone 4S, however, it's absolutely seamless and smooth with the exact same 
settings.

This is also true of web browsing on the respective models.  I was frequently 
frustrated by the sluggishness of my old iPhone when using cellular data.  This 
problem did not occur when using Wi-Fi networking.

I have been extremely fortunate in as much as my iPhones were both 64GB models, 
as are my iPads.  Both the iPad 1 which I currently have and the iPad 3 which 
arrived today and which I have not yet unpacked, are 64GB models equipped with 
cellular data connections.  So it's going to be very interesting to do a 
comparison between the two iPads side-by-side.  All I'm going to do is take the 
micro-SIM card out of the old iPad and insert it into the new one, there should 
be no problem there since the iPads are not carrier specific.

Anyway, if anybody on list is interested I will post details when I try them.
