I won't dispute what you say because I never had the opportunity of using the 
iPad II. However, I do know that it is future-proofed for quite a while and I 
believe that even if it doesn't at present, it will now include the Dictation 
if you update it to iOS5.1 or later.

Again, I'm not prepared to gamble on that, since I have no way to verify my 
comments.  But again, that is my understanding.  It's no secret that iOS6 won't 
support the iPad so I'd expect the iPad 2 to be capable of running it in full, 
including Siri and/or dictation.
