Unless something has changed that I am not aware of, Apple makes it difficult to login as root. There is a very good reason for this, which is that root on a standard Unix environment can override all permissions everywhere with no prompts or asking for a password. If you look at FAQ lists for Macintosh system administrators or Unix geeks, you should be able to find the one line command required to enable the root user to login to the system.
Most security experts frown on using the root ID directly, preferring the use of "sudo" or another equivalent tool that will log activities that are occurring. If changing the login VoiceOver voice is important to the list, I would expect that given a little research, one could write a short program in AppleScript that queries for all the voices, and then runs a "do shell script as administrator "defaults write ...."
