Hi!

By the way, you can also use the VoiceOver commands to change the voice 
directly from the Login prompt. This changes it permanently, at least for me. 
To do this, simply use VO-Command-left and right arrow to switch between 
previous and next speech attribute respectively,  then hold VO-Command and hit 
up or down arrow to increase or decrease their values. This applies to voice, 
pitch, rate, intonation and volume of the speech.

This seems to work for me permanently. I haven't  encountered the issue where 
the voice I want doesn't show up yet, at least.
