This dialog should only occur if the music is stored in your iTunes folder.
Look in the advanced settings tab, you should see a check box > Copy files to iTunes Media folder when adding to library And as this is a copy and not a move, I would expect that the media files would end up in both iTunes folder and your downloads folder.
