if you want to do those things you'll have to go into the germinal and the CLI. 
Yes, the GUI is butchered, that's why Apple has reduced the price.

Lion Server is a total nightmare in comparison to Snow Leopard Server.  I guess 
that's why Apple opted for more close integration.  I think that was a huge 
mistake.  But inaccessible?  No, definitely not!
