Yes, there is and it has to meet certain things and this has to be either
don't work or do what it says or in our case not accessible or useable by us
with Vo !Now here is a link saying how to go about doing this. HTH

Subject: Refund for an app

Hi,
Is there a way to get a refund for an app I bought today?
I bought a Braille keyboard app for my iPhone, called Type In Braille,
by
    anyware technologies.
This app is not very user friendly, and knowing that there is likely a
keyboard app coming that is like the Perkins Brailler keys, this is not
    worth learning.
It is a 5 dollar app.
Anyway, I gave it only 1 star, and I would like to know if anyone knows
how
one goes about getting a refund.
    Thanks.
    Glenn
