These are the conditions necessary for the HQ voice to download:
1. Have WiFi turned on.
2. Have the phone pluged in, preferably to the mains;
3. Press the power button so the screen is locked. I.E. you hear "screen
locked".
Then wait for at least ten minutes, but give it half an hour to avoid
frustration.
