Problem solved! John Gunn in another thread on the list today
suggested deleting the com.Finder.plist file and while I was on the phone with
Apple they suggested the same thing. I deleted it then logged out of my
account and back in. That did it Finder is now working correctly with Voice
Over.

Oh,
I was only able to do this because James Austin showed me yesterday how
to expose the library folder in Lyon. Thanks James for getting me through that
Terminal command. I don't love working in Terminal. Clearly putting that
Library folder back in the home folder is a important thing to do for Voice
Over users in Lyon.
