I don't have lion, but even in tiger, leopard and snowleopard, this isn't new.
The solution is rather simple, but not one you'd probably figure on.
Simply go ahead and vo-right/left to get the button you want (play, fast forward, rewind, whatever) then simply press the space bar. That'll activate the button for you, and it will operate as it should. Why this is, I don't know, but it's only a minor irritation (Actually, I like it better, because it means less keystrokes to get it working), so there you go. Just use a spacebar, no vo keys at all after you're positioned on the button of choice.
