To add languages to the Language Rotor, go into Settings, General, 
Accessibility, VoiceOver, then select Language Rotor. You'll find lots of 
languages and all you have to do is select the ones you want to use. They'll 
then be in the Language Rotor.

The Language Rotor is an element in the Rotor that includes characters, words, 
lines, etc. A single-finger swipe up or down will change the language.
