Hi,
I am speaking with experience of the 2nd generation Apple TV. I don't
see why apple would go backwards so it should work.
When you power on your apple TV and the cables are connected, you are
informed by the Apple TV how to turn VoiceOver on. Basically you click
the bottom right button 3 times.
Once you do that VoiceOver is on and the Apple TV is totally accessible.
