The camera resolution of the iPhone 4 is not that good for OCR.
It is an 5MP camera, but not all the power of the camera is released to 
developers for use with the OCR resolution.
It is for this reason that I will not even get the 4S, as I will wait for 
the iPhone 5 , as maybe it will have better than the 4S, as the 4S is 8MP, I 
suspect that not all the resolution is there for apps as well.
I think Apple would do well to put an even higher MP camera on the iPad as 
well.

The other thing that you might enjoy about the third generation iPad is its 
camera: the camera on the iPad is as good as the one on the iPhone 4.  (Note 
that the iPhone 4S has higher resolution, but the iPhone 4 camera is pretty 
good).
