This situation is a little weird. Notification center actually does support third party apps, but only apps on the Mac App Store. Apple's Idea is to reserve certain OS X features as exclusive to the App Store, to try to convince developers to use it. As another example, only App Store apps can use iCloud features.
This is why growl is still needed. Some apps can't be in the store, because of the rules for what App Store Apps are allowed to do. For those, growl notifications are still the only option. But Growl is in the store, so perhaps in a future version it can act as a bridge and pass notifications from other apps into notification center. I believe they are working on that option.
