A couple of thoughts:
1. Make certain quicknav is turned off when you are attempting to rearrange 
mailboxes within the Favorites Bar. That process doesn't seem to work if 
quicknav is turned on. Press the left and right arrow keys at the same time to 
toggle quicknav.
2. Regarding Zoom, you can check system prefs / accessibility / zoom to make 
sure it is enabled and to learn which keys are used to zoom in and out. I'm not 
convinced that a particular zoom level really interferes with drag and drop, 
but it was referenced as the culprit by several Users after Lion was released, 
so I think it's worth checking out.
3. For further troubleshooting, please supply some more details explaining each 
step you are trying and the results of each step including any sound effects 
you hear and any words spoken by VO. I personally find Apple's VO drag & drop 
to be hit and miss, but with some patience and practice it can be tamed, 
mostly...
