It's also worth noting that Drag & Drop isn't possible in all circumstances.  
But what you do have to make very sure of is that both the destination and the 
source windows are visible when you attempt any kind of drag and drop.

I haven't yet done so, but you're now supposed to be able to drag and drop 
things like iTunes items.  So in theory you can re-order playlists in this way.

Drag and drop has been changed in Mountain Lion.  I did see a post on list 
requesting that I summarise it and, I'd like the person who wrote that request 
to be aware that I haven't forgotten it.  I just need to find a way to make it 
clear.  That having been said, I think there are references to it in the 
VoiceOver help guides.

But anyway I am going to do some more digging into this issue just as soon as 
time permits.
