Hi Orin, I think you'll have to give an example of a web site where you're encountering this problem, since this is not an issue with VoiceOver that I can identify from your description. More specifically, this could be a problem with the way a particular web site is coded, but in order to view the problem and suggest a solution we'd have to be able to examine the site in question.
