Do you have the DVD which came with your Mac, assuming it was not a very new one which, if so, will get its data from the Internet. But I'm betting that you haven't erased the recovery partition. So hold down Command+R when you boot the machine for about 20 seconds and then try to turn on VoiceOver as usual. You hold then be able to download the tools you need.
