Actually I'm having the problem on the 4. I don't get any of my notifications 
and I believe that I have them set to allow.

Can you try toggling the notification for facebook under notifications and 
seeing if that fixes it, and making sure it's in the notifications center. In 
my case it is, how ever you never know.
