Then I suggest you do a reinstall of the Os. To do this, as soon as the chime goes press and hold command-r for at leat 10 seconds. Wait a few minutes, then press command-f5 to launch VoiceOver. In the table shown choose Reinstall Os 10 and click continue. Follow the rest of the instructions. The reason I'm suggesting this is there may be a possible corruption in the os.
