hi Glenn If you change the language and, subsequently, the region, your location services such as "Find My iPhone", "Weather', etc., won't function properly. Apple ties all these services together with the voice you use. Hence, you lose these serves.

If these services are not important to you, then it is clearly not an issue. However, if they are an issue, then you may be stumped. Personally I find the Nuance RealSpeak UK voice utterly nauseating. But I'm stuck with it because I'm not prepared to sacrifice the regional services. You are stuck wight he apple voices which sound pretty good. Some of them even have the hq or high quality voices but those you need a wifi connection and you need to be plugged in as they are about 300 to 400 mb a piece. Take care.
