As far as I'm aware, so long as you set your default voice by selecting it 
[double tapping] in settings, general, accessibility, VoiceOver, language 
roter,   to match up with your region, IE, Australian default voice for 
Australia, you can then add as many other voices to your language roter as you 
like. They can't be the higher quality voices but can certainly be used.

If any of this is incorrect, apologies as I'm more than happy with the premium 
Australian voice so save language clutter in my roter. It's quite large enough 
already. <smile>
