Hi Josh,

Afraid in this day and age there's no such thing as a "general" website.  Also, 
it depends on how technical you are.

For example, if I just wanted a site of static content, I'd probably borrow a 
CSS template from the web and use hand-written HTML5.  Others would use 
Wordpress which to some extent hides some of the more technical aspects unless, 
of course you decide to tweak the inner workings of Wordpress to suit yourself.

Afraid it's a "how long is a piece of string" kind of question and I recognise 
this hasn't answered you at all for which my apologies but I hope this provides 
some info.
