A lot of this depends on the kind of problem you're having, but, in general, 
reboots are a good first step. I would miss trust any general troubleshooting 
procedure, because it could not possibly catch every permutation of problems. 
Reboots, using the recovery utility, etc are general steps for really nasty 
problems, but utterly inappropriate for some others.
