HI. Well firstly I suspect if your on the wifi and you haven't changed any settings from the default it will choose wifi as 1st preference. Secondly if you want to be sure yo could always go into settings and turn off mobile data. Personally however I've never known 3G be used in preference to wifi providing your IPHone is correctly connected to the internet. Hope that goes a little way to helping, although I appreciate it doesn't directly answer the voice over related question.
